About the Role

 

We’re looking for a Manager, Payroll & HR Analytics to join our Human Resources team. The Manager, Payroll & HR Analytics will focus on creating, implementing, enhancing, and maintaining HR systems and processes for OCS. 

 

In this role, you will develop and maintain total reward programs, implementing new initiatives to expand upon our current offerings and seek to streamline process to provide a cohesive employee experience. You will have full oversight of the Human Resources Information System (HRIS) and direct your efforts to update and maintain various HR modules administered. You will work closely with Human Resources Business Partners (HRBP) to support the talent acquisition and succession planning process by providing tools, and clear procedures that comply with agency standards.  This role will also seek to ensure the greater OCS team is compliant with Performance management program expectations and collaborate with HRBP group and business stakeholders to understand shortcomings and work to improve program engagement. 

 

Additionally, this role will require you to partner with Financial Planning & Analysis (FP&A) team to coordinate headcount, budget, compensation, and other costing functions. This Manager, Payroll & HR Analytics will also work closely with IT and Information Security on policies, controls, SOPs and workflows to ensure appropriate governance and procedures are implemented and enforced as well as ensuring successful integration and/or housing of information across several platforms.

About Your Day

  • Partner with HRLT to develop programs and processes related to the development and experience of OCS employees.
  • Partner with the HRBP team, identify gaps in processes, make recommendations, and implement solutions.
  • Periodic review of processes to assess for effectiveness and relevance.
  • Partner with stake holding departments to build SOPS, narratives, and workflows for new and existing programs, and HR policies.
  • Provide leadership, coaching, guidance, training, and development for team of Generalists and Specialists
  • Foster a culture of innovation, transparency, and accountability within the department and throughout the OCS
  • Identify HR metrics for use by the HRBP team, SLT, and the board and design presentation templates for their consumption of such metrics to assist the business in making informed decisions.
  • Oversee the business unit scorecard process ensuring the HRBP team has accurate, timely data.
  • Provide key metrics on a regular basis for review by Senior Leadership Team and the board
  • Develop reporting strategy that meets business needs.
  • Maintain headcount and workforce planning reporting to ensure adherence and accuracy
  • Lead the payroll function, including review and approval of bi-weekly payroll using the HRIS.
  • Assess the HR technology landscape and identify opportunities to enhance the overall user experience within the current HRIS system.
  • Partner with Finance to maintain Payroll & Pension ICFR narratives and other applicable policies.
  • Lead functional implementations and upgrades, leveraging the HRIS to automate HR Process functions where possible.
  • Provide guidance to recruitment team and other stakeholders on the proper use of HR technology that are aligned to organization objectives and best practices.
  • Collaborate with Finance, Information Security and Service Management to seek input on HR system changes that impact data management processes and create and maintain workflows and SOPs documenting system integration, scope, and governance.
  • Primary liaison with all areas of the business to ensure HR system is updated and meeting business needs, including ensuring integration with various systems are working efficiently (OneStream, Manulife, D365, Service Now, Active Directory)
  • Manage collection of interpretation and analysis of business and market data to make recommendations to SLT regarding compensation structure and total rewards
  • Conduct compensation evaluations on all posted jobs ensuring market competitiveness and internal equity.
  • Perform performance award and cost of living calculations using FP&A and HR policy methodology.
  • Design and deliver costing reports to assist SLT in budgeting and workforce planning (FP&A)

About You       

  • Post-Secondary education in Human Resources Management, or equivalent combination of work/academic experience
  • 5+ years of HR Experience with exposure to best practices
  • PCP
  • Experience managing multiple programs simultaneously and operating independently.
  • Strong communication, interpersonal and relationship building skills
  • PLP or equivalent is an asset
  • CHRP or CHRL is preferred

About the Job

  • This position currently offers a hybrid work schedule. The current in office requirement is a minimum of 3 days/week (may be more depending on business needs). The OCS office is located near York Mills and Yonge Street. However, OCS reserves the right to change this policy and its office location at any time.

Compensation

The target hiring range for this position is $98,000 - $118,000. This is a pay grade 7 role, with a salary range of $ 81,805.90 - $ 122,284.74. Placement in the salary range will be based on factors such as market conditions, internal equity, and candidate experience, skills, and qualifications relevant to the role.
