Please note: contract duration may be subject to change; however, the contract end date is March 31, 2025.

SUMMARY OF DUTIES & RESPONSIBILITIES

The Privacy and Disclosure Associate works closely with the Manager, Information Management and Disclosure, in reviewing records and information for exemptions and formulating access decisions under Child, Youth and Family Services Act.  The position prepares access and disclosure requests including but not limited to records check, requests from clients, former clients, legal representatives, court ordered file disclosures, requests from office of the children's lawyers, treatment / support providers, etc.

PRINCIPLE RESPONSIBILITIES

  • Processes all access and disclosure requests as directed by the Privacy and Disclosure Team Leader, including but not limited to clarifying requested information, conducting searches, identifying and obtaining records responsive to the requests, processing correspondence, completing reports, summaries and forms, gathering statistics, printing, redacting and copying file information and all other related works pertaining to disclosure, in a time sensitive manner.
  • Prepares information for disclosure following prescribed policies, guidelines, procedures, legal requirements, legislation and timelines. Uses judgement in balancing the right of access with the protection of personal and other confidential information in accordance with the Act, and Regulations and Orders of the Information & Privacy Commissioner, while ensuring that specific provisions of the Acts such as notification requirements are met. Works in collaboration with the Privacy and Disclosure Team Leader to prepare disclosure summary letters.
  • Participates in the development, implementation and ongoing compliance monitoring of information management policies and procedures to ensure all disclosure and privacy concerns, requirements and responsibilities are addressed.
  • Works in collaboration with the Privacy and Disclosure Team Leader to provide information sessions to staff regarding disclosure policies and procedures. Acts as a support to staff regarding disclosure related policies and processes in consultation with the legal counsel.

JOB SPECIFICATIONS/COMPETENCIES 

  • Working knowledge and experience in relevant legislation such as Child, Youth and Family Services Act (CYFSA, specifically Part X), Personal Health Information Protection Act (PHIPA), and the Personal Information Protection and Electronic Documents Act (PIPEDA) and Orders of Information and Privacy Commissioner, especially orders pertaining to the CAS
  • Demonstrated analytical and problem-solving skills, and attention to detail. Sound judgement and ability to handle matters of a confidential and / or sensitive nature.
  • Excellent writing skills including accuracy, punctuation, spelling, grammar and the ability to determine what is requested and concisely summarize information
  • Excellent computer skills with Microsoft applications (Word, Excel, Outlook, PowerPoint and SharePoint) and Adobe Acrobat. Ability to learn and use new software. Ability to understand and use the Child Protection Information Network system and the Society's records system and the ability to use microfilm for reading and document copying
  • Work independently with limited supervision, handle a heavy workload and the ability to meet strict deadlines.
  • Excellent organizational and time management skills and ability to multitask
  • Good verbal communication skills and ability to relate to internal staff, external stakeholders and clients
  • Bilingual in French and English is an asset

QUALIFICATIONS

  • Successful completion of a College Certificate / Diploma in Records Management, Library Science, Information Management or Business Administration or approved equivalent combination of education and experience
  • 2 to 3 years of related experience in disclosure or privacy protection
     

HOURS OF WORK

  • 9am-5pm, Monday to Friday
  • Working hours may vary and applicants must be flexible to work outside of standard office hours.
